Hugh was born in and lives in Chicago. He loves his city and is a true-blue Chicagoan.
The other day he told a visitor to his beloved city, with a serious tone, to be careful when talking to other people in the city because “all Chicagoans are liars.”
With Hugh, we can never be sure if he is lying or not. Can you determine if Hugh told the truth or lied in this case?

This is an old logic riddle, but I think this one was poorly constructed.
I would suggest that Hugh is lying here.
If Hugh is telling the truth, then the logic fails as he would not himself be lying.
However, if Hugh is lying, that *all* Chicagoans are liars, he himself can still be lying and the logic works. As he may be a liar. So the statement “all Chicagoans are liars” can be false, while Hugh can still be lying because the opposite does not have to be true.
