ONce per hour – 24 times
twice in each 12-hour period, once when the clock moves from 09:59:59 to 10:00:00 and once when the clock moves from 12:59:59 to 01:00:00. So 4 times each day.
2 – 09:59:59 to 10:00:00 and at 19:59:59 to 20:00:00 – its a 24 hour clock. All other hourly changes, the first digit does not change.
